That just shows she isn't putting her daughter's wellbeing first, if she refuses to make the handover as stress-free as possible by staying there while she hands daughter over. I would work with the contact centre - maybe write - and say clearly your daughter will be scared being left with strangers if her Mother is not present and request that she be brought directly to you, or that you are in the room when Mother brings child in, or that Mother stays in the room for a while, when daughter is handed over. I would also write that you request this take place in the mornings, as children of her age are tired and need naps in the afternoon.
